The XII. Conference and Plenary of the BEMNCJ

The XII. Conference and Plenary of the Balkan and Euro-Mediterranean Network of Councils for the Judiciary (BEMNCJ) was hosted by the Supreme Judicial Council Republic of Bulgaria and took place in Burgas on 10-11th of July 2017.

On the Plenary was present Mr. Gjin Gjoni, the President of the Network, the representatives of the High Council of Justice of Albania, the Superior Council of Magistracy of Italy, the Supreme Judicial Council of Bulgaria, the High Council of Judges and Prosecutors of Turkey, the High Judicial and Prosecutorial Council of Bosnia and Herzegovina, the Judicial Council of Montenegro, Kosovo Judicial Council, National Judicial Council of Hungary, National Office for the Judiciary of Hungary.

The conference had two main topic this year: Impartiality and Code of Ethics and the physical integrity of the judges. Bulgarian, Italian, Hungarian and Turkish speakers share their experiences and best practises of the councils on the above mentioned fields.

On the second day the Plenary of the Network decided about organisational issues. The Plenary accepted the application for membership of the High Judicial Council of the Republic of Serbia and the State Prosecutorial Council of the Republic of Serbia. The Rules of Organization and Operation of the BEMNCJ was accepted. The Plenary elected the Albanian President, Gjin Gjoni for an additional 2 years period. New Board members was elected: Bulgaria, Hungary, Bosnia- and Hercegovina, Montenegro and Kosovo until 2019. The members decided about the venue of the next year’s Plenary that will be held in Montenegro in June 2018. The members will discuss about the actual questions of usage of social media by judges and prosecutors and relationship between judicial councils and other state institutes.
